Working with partners
North Tyneside Council works closely in partnership with other orgnanisations to deliver strategic priorities for the Borough. Some of these partnerships are led by the Authority and are Borough wide in nature. Others have a regional focus. Some of the key partnerships the Authority is involved with are set out below:
North Tyneside
The North Tyneside Strategic Partnership (NTSP)
The North Tyneside Strategic Partnership (NTSP) brings together public, private and voluntary sector organisations. The NTSP adopted the Our North Tyneside Plan as its strategic plan.
The Partnership work together to improve the quality of life for people living and working in North Tyneside and to ensure services for residents are fully integrated, co-ordinated and effective. The NTSP Executive Board is currently chaired by the Elected Mayor. Delivery is undertaken through six themed partnerships:
- Children and Young People
- Climate Emergency
- Employment and Skills
- Health and Wellbeing
- Poverty Intervention
- Safer North Tyneside
The themed partnerships are made up of relevant groups and agencies based in the Borough who, through their knowledge and expertise, support and deliver the priorities the Our North Tyneside Plan. They report to the NTSP Executive Board, who ensure that the themed partnerships are progressing with their priorities and planned actions.
North Tyneside Healthcare and Wellbeing Subcommittee (also known as North Tyneside Place Committee)
This is a subcommittee of the North East and North Cumbria Integrated Care Board (the ICB) Executive Committee. The Place Committee is chaired by North Tyneside Council’s Interim Chief Executive, Jackie Laughton. Members include representatives from the ICB, North Tyneside Council Directors, regional hospital trusts and the Northeast Ambulance Service and Primary Care.
The committee:
- works with partners to develop ‘Place’ capabilities and capacity:
- identifying a vision and priorities for North Tyneside
- undertaking a self-assessment to identify areas for development
- co-creating a development roadmap
- supporting joint development programmes involving all key partners
- agrees and implements a Place Plan to meet the health and healthcare needs of local people
- approves arrangements for delivery of the Place Plan – by putting contracts in place, embedding collaboration, fostering innovation and transformation, and supporting the development of primary acre in the Borough.
North Tyneside Business Forum
North Tyneside Council supports the North Tyneside Business Forum (NTBF). The Forum is managed by a group of local business owners and managers from across all sectors. It aims to increase collaboration and create an environment that encourages business growth. The Forum acts as a link between North Tyneside Council, local businesses and chambers of trade, as well as between the education, community and third sectors.
Living Well North Tyneside
North Tyneside Safeguarding Adults Board
The SAB reports into the Health and Wellbeing Partnership and Safer North Tyneside. It was established to meet members’ shared duty under the Care Act 2014 to safeguard and promote the welfare of all adults living in North Tyneside. who may be at risk of harm. The main objective of the SAB is to assure itself that local safeguarding arrangements are in place and that partners act to help and protect adults who live in North Tyneside and meet the criteria set out in the Act.
Multi-Agency Safeguarding Arrangements Executive (MASA)
The MASA Executive was created to ensure that our duty to safeguard and promote the welfare of children (as set out in the Children Act 2004) is carried out in North Tyneside. The MASA Executive reports to the Children and Young People’s Partnership.
North Tyneside Domestic Abuse Partnership
North Tyneside Domestic Abuse Partnership has primary responsibility for: tackling domestic abuse; and for developing and implementing the North Tyneside Domestic Abuse Strategy. The Strategy sets out how the partnership can help people and communities in North Tyneside become free from the harm of domestic abuse and violence.
The Strategy reflects the breadth of commitment from all local stakeholders to tackle domestic abuse, recognising that it is everyone’s business. It informs the Authority’s commissioning approach, allocation of resources and workforce development activities. The Strategy is delivered through the Domestic Abuse partnership Board. Member organisations include North Tyneside Council, Northumbria Police, Northumbria Police and Crime Commissioner, the National Probation Service, local NHS stakeholders and domestic abuse service providers
North Tyneside Climate Emergency Board
The governance of work to address the climate emergency is split between the Authority’s Carbon Net Zero 2030 Board and the Borough wide Climate Emergency Board. The Authority manages continuity between the two Boards and ensures progress is reported.
The Carbon Net Zero 2030 Board is the Authority’s internal board and governance structure. It oversees and steers the reduction of the council’s operational carbon emissions and works to influence emission reduction in other sectors such as travel. This Board is jointly chaired by the Cabinet Member for Climate Emergency and the Director of Environment. It oversees the delivery of the North Tyneside Carbon Net Zero 2030 Action Plan. The Action Plan has ten workstreams, led by senior managers and officers, the workstreams focus on:
- Council Assets
- Climate Adaptation, Insetting and Nature Based Solutions
- Fleet
- Organisational Culture
- Travel
- Waste and Re-use
- Housing
- Supply Chain
- Green Skills
- Industry, Commerce and Business Support
The Carbon Net Zero 2030 Action Plan is updated annually by the Authority and key stakeholders.
The Borough Climate Emergency Board brings together senior representatives from the business and public sector who wish to work together to achieve Carbon Net Zero targets. Each organisation has already sought to reduce carbon emissions and has agreed to work collaboratively to:
- mobilise individuals and organisations to work towards actions which will contribute to the Carbon Net Zero 2030 Action Plan
- support the development of projects which will contribute to the Carbon Net Zero 2030 Action Plan
- strategically monitor the progress of projects and emissions in the Borough, and
- support the updating process of the Carbon Net Zero 2030 Action Plan.
The Board is made up of representatives from organisations which can shape the actions of others by influencing others or providing of services or infrastructure. Board Members must be able to:
- represent organisations with a carbon footprint within the Borough
- take a leadership role within their organisation
- bring relevant experience to the Board
- demonstrate commitment to the Climate Emergency vision of the Borough, and
- have the ability to engage with other Board members and supply chains.
The Board membership includes a number of household names and internationally well-known organisations including Suez, Sterling Pharma, Greggs, Northumbria Healthcare NHS Foundation Trust, P&G, Northumbria Water, Northumbria Police, Cobalt Business Park, Quorum Business Park and Tyne and Wear Fire and Rescue Service.
Regional Partnerships
North East Combined Authority
Northumbria Local Resilience Forum
The Authority is part of the Northumbria Local Resilience Forum which includes the other five local authorities within the Northumbria Police area boundary, alongside Northumbria Police, Northumberland Fire and Rescue, Tyne and Wear Fire and Rescue, NHS and the Environment Agency. The forum was established under the Civil Contingencies Act 2004 to ensure a coordinated local response the civil emergencies.
Other regional partnerships
North Tyneside Council is also a member of part of the Association of North East Councils (ANEC); North East Purchasing Organisation (NEPO), North East Regional Employers’ Organisation (NEREO) and professional networks such as Association of Directors of Adult Social Services (ADASS), Association of Directors of Children’s Services (ADCS) and Association of Director of Public Health (ADPH).
