Our North Tyneside plan

The ‘Our North Tyneside’ Council Plan, aims to deliver the priorities of the Elected Mayor and Cabinet. It is agreed at Full Council and establishes the overall vision and strategic policy framework for everything North Tyneside Council does. Since the creation of the Plan, North Tyneside Strategic Partnership has also chosen to adopt it as its strategic plan.

The Plan reflects residents’ priorities and outlines a vision of building a better North Tyneside, looking to the future and listening to and working better for residents. 

The current Plan (2021-25) was agreed by Council in September 2021 and is structured around the five themes of a:

  • thriving North Tyneside
  • family- friendly North Tyneside
  • caring North Tyneside
  • secure North Tyneside, and
  • green North Tyneside.

The Our North Tyneside Plan sets out the high-level ambitions and key challenges for the Borough and shapes service delivery to meets the needs of the local population, now and in the future. It guides where and how the Authority focus’s resources and ensures that the organisation works better for all residents. It also highlights the council’s pledge to reduce inequality, eliminate discrimination and to ensure the social rights of the people of North Tyneside are key to council decision making. 

The five themes are interdependent and connect all of The Authority’s key strategies and policies. They are also at the heart of the organisation’s commitment to ensure that the services The Authority provides are inclusive and accessible to everyone. It also acknowledges the challenging financial climate the organisation operates within and therefore seeks to emphasise that all resources will be thoughtfully invested and provide excellent value for money. 

As part of the Authority’s Performance Management Framework, progress against the priorities set out in the Our North Tyneside Plan are assessed against a set of outcome measures. Performance is reported to Cabinet, Overview & Scrutiny Co-ordination & Finance Committee (OSC&FC) and the North Tyneside Strategic Partnership on an annual basis. This is supplemented by bi-monthly Performance and Financial Management Reports to Cabinet to provide an overview of both service delivery, and performance and budget position across the Authority.

The Our North Tyneside Plan priorities

Development of the Council Plan 2025-2029

Following the mayoral election on 1 May 2025 and the appointment of Elected Mayor Karen Clark, a new council plan will be developed in consultation with residents, businesses, the voluntary and community sector, strategic partners and stakeholders. 

The consultation will be based on the Elected Mayor’s five priorities first shared at a meeting of Full Council on 15 May 2025. The priorities are: 

  1. Working with local people and organisations for a healthier, fairer and better quality of life.
  2. Giving our children and young people the best start in life.
  3. Building neighbourhoods and town centres that are clean, green and safe, and places to be proud of.
  4. Increasing jobs, skills and work experience opportunities.
  5. Delivering more affordable and social housing.

and will be delivered in line with public service reform principles of:

  • prevention; tackling root causes of the challenges local people face
  • personalisation; listening to and working with local people, communities and businesses, to deliver the services they need
  • productivity; efficient use of public money, and
  • proportionate universalism; high quality services to all and help to those who need it most.

It is expected that the new plan will be approved at the Council meeting on 27 November 2025.
