Introduction

This is the 2025-2029 Organisational Business Plan (OBP) for North Tyneside Council. It describes out how the Authority will deliver the vision and priorities set by the Elected Mayor and Cabinet in the Our North Tyneside Plan (ONT Plan) 2021-2025. 

The OPB sets out the Authority’s operating environment and context, and key:

  • delivery structures,
  • strategic partnerships
  • overarching governance, and
  • strategic plans.

The OBP is refreshed annually in line with progress made in delivering the ONT Plan and the four-year Medium-Term Financial Plan (MTFP). The MTFP is based on core principles which seek to align the Authority’s financial allocation with the overall vision and strategic priorities of the Elected Mayor and Cabinet. This ensures the Authority’s decision making is focused on its strategic priorities and the organisation has a clear financial vision and direction. 

All Directorates use the OBP to inform their own Directorate Action Plans (DAPs). The key actions in each DAP contribute to delivering the vision and priorities set out in the ONT Plan. 

DAPs are monitored in line with the process set out in the Authority’s Performance Management Framework. An Annual Report is produced at the end of each financial year, summarising what DAPs have delivered. 

There are eight Directorates, each led by a member of the Authority’s Senior Leadership Team, who report to the Chief Executive. 

A number of pressures within the Authority’s budget are directly driven by central Government decisions. These include some pay and price market pressures, which are linked to the National Living Wage, social care reform, and pressures relating to assumed reductions in funding. The Budget and MTFP position has been updated to reflect the impact of the Final Local Government Settlement for 2025/26 announced in February 2025. 

The Authority continues to make very difficult choices in an extremely challenging financial context. These will involve service reform,  protecting services for the most vulnerable, and delivering services differently. Challenges should however be viewed in the context of long term, sustained strong performance of the Our North Tyneside Plan.

Devolution and mature partnerships are essential to delivering the Authority’s ONT Plan. The North East Mayoral Combined Authority and the Authority’s strong, proven track record of partnership working, are positive enablers and indicators of future success. 

Status

This OBP and DAPs are being produced in the final year of the ONT Plan which aligns with the term of the Elected Mayor.

From May 2025 North Tyneside will have a new Elected Mayor and potentially a new or amended Cabinet. The new Council Plan will be considered by full Council in November 2025.

In June 2025 the findings of the 2024 Resident Survey will be published, alongside this Plan.
