Introduction
This is the Council’s Supported and specialist housing Market Position Statement (MPS); it is outward facing and sets out information for housing and support providers, clients and their family or carers, about demand for supported and specialist housing, and what this means for current and future supply.
The MPS is an important part of the Council’s relationship with the housing and support sector, clients, carers and the wider market. It is a tool to set the overall direction of travel and the outcomes to be achieved. It allows the market and others to develop new, innovative ways of delivering supported and specialist housing services to residents. It also allows existing providers of supported and specialist housing services to review their provision and sustainability in relation to future needs and requirements.
The MPS will be reviewed annually in line with up to date supporting data on activity, demand and spend.
The MPS sets out the Council’s priorities for supported and specialist housing, where change and development is required and helps to identify where there are gaps. It also highlights a number of market opportunities for current and new providers to consider.
Scope of supported and specialist market position statement
The scope of this specialist housing and supported housing MPS includes:
- Adults with a learning disability/adults on the autistic spectrum, including young people who are likely to be eligible for adult social care services.
- Adults with mental health needs.
- Adults with a physical disability/long term condition.
- Older people (55+ years), including those living with dementia and those remaining in their existing homes with care/support.
- People experiencing domestic abuse.
- People experiencing homelessness, including:
- Over 25s – vulnerable people aged 25 and over who are homeless or at risk of homelessness.
- Under 25s - 16 to 24 vulnerable young people who are homeless or at risk of homelessness
