An advisory disabled parking bay can be marked outside of residential properties where the applicant is able to meet criteria set out in North Tyneside Council’s parking strategy. The guidelines that the Authority works to are that: 

• The applicant must hold a valid Blue Badge. 

• The applicant must have a vehicle. 

• The applicant must be in possession of the Higher Rate Mobility Component of the Government’s Disability Living Allowance, PIP, Attendance Allowance or equivalent: mobility must be dependent on having a vehicle directly outside their property. 

• The applicant has no off-street parking available or the possibility of providing it. 

• Surveys confirm that demand for parking adjacent to the property is high for the majority of the day. 

To apply for a parking bay, they must provide documentation to demonstrate the above, including documentation to show that a vehicle is registered to the address of the property applying for a disabled bay. This should link a vehicle to the address and can include documents such as a V5, insurance or motability.

Once the relevant documents have been received, an officer from the Traffic and Road Safety team will undertake site inspections to assess the overall parking situation and determine whether a disabled bay is justified. If the property meets the necessary criteria to determine that there is no off-street parking and waiting restrictions outside the property, officers will write to neighbouring properties to confirm if they have any objection to the marking being introduced. This type of marking is advisory, and it is introduced on the grounds of the neighbour’s willingness to leave the bay vacant for the applicant’s vehicle.

The applicant will be notified of the outcome. If the application is approved, North Tyneside Council will arrange for the marking to be laid free of charge.  

It will not be possible to provide an advisory marking where:

  • Surveys demonstrate that there is not a significant demand for parking in the street throughout the day;
  • Affected residents formally object;
  • There are other legal restrictions on parking such as yellow lines;
  • The marking may adversely affect road safety or access in the area;
  • The land on which the marking is required is not the responsibility of North Tyneside Council.

If for any reason a disabled bay is no longer necessary, the applicant should inform North Tyneside Council so that the removal process can take place.

Frequently Asked Questions

I have a driveway but my vehicle is too large to park on it. Can I still apply for an advisory disabled bay?

Yes, although each situation will be considered on its own merits. You will have to confirm that your vehicle is too large to fit on your driveway when you submit your application. An officer will then visit the site and check the dimensions of the vehicle.

Can I have a marking if I have frequent ambulance visits?

No. The markings are only intended to provide a parking space for drivers displaying a valid blue car badge.

I don’t have a vehicle myself but my family regularly calls to take me out. Can I obtain an advisory disabled bay for them to use?

No. The markings will only be considered if you have a vehicle.

Is a permit required (as well as a blue badge) to park in an advisory disabled bay located within a permit parking area?

Vehicles displaying a blue badge are entitled to park in permit parking areas for up to 3 hours without a parking permit.  This includes parking in advisory disabled bays located within permit parking areas.  Vehicles displaying blue badges parking for longer than 3 hours within a permit parking area (including in an advisory disabled bay within that area) would require a valid permit for the relevant permit parking zone.

If my neighbour objects to me having a marking can I still have it?

We assess each request individually, and so objections are considered on a case-by-case basis.
