Executive summary
This Record of Decision relates to the approval given by the Cabinet Member for Environment to introduce full time permit parking restrictions in Argyle Street and Hotspur Street Tynemouth, to make amendments to the permit parking restrictions in associated back lanes, and to set aside 16 objections received to the proposal.
Alternative Options considered
Option 1 – Approve the recommendations set out in section 1.2 of the report and determine that the Traffic Regulation Order should be made unchanged.
Option 2 – Not approve the recommendations set out in section 1.2 of the report and determine that the Traffic Regulation Order should be made with modifications.
Option 3 – Not approve the recommendations set out in section 1.2 of the report and determine that the Traffic Regulation Order should not be made.
Decision(s)
The Cabinet Member for Environment has considered the objections and has decided to:
- set aside the objections in the interests of discouraging indiscriminate non-residential parking thereby facilitating vehicle and pedestrian movements, improving road safety and residential amenity; and
- determine that the Traffic Regulation Order should be made unchanged.
Reasons for the Decision(s)
Regarding the objections relating to the potential impact of the proposed restrictions on residents of Percy Park Road, the Cabinet Member noted the results of previous consultations involving this street which demonstrated insufficient support for full time restrictions and the fact that TM2 permit holders will still have access to a number of locations for parking. It was agreed that the impact of the new restrictions would be monitored and further amendments to the existing situation considered as appropriate.
Regarding the objections relating to the lack of consideration given to provision for parking and access to the lane to the rear of Percy Gardens / Hotspur Street for residents of the private section of Percy Gardens, the Cabinet Member noted that the proposal to allow TM1 and TM2 permit holders to use the back lane was intended to allow residents who currently park in the back lane to continue to do so and that it was not envisaged that this would lead to an increase in parking there. It was agreed, however, that this would be monitored and further amendments considered as appropriate. The Cabinet Member noted that the existing weekend and bank holiday only restriction would remain in the back lane to ensure that Percy Gardens residents would be able to access and park in the back lane during the week. The existing provision for residents of Percy Gardens during the restricted times in terms of loading and unloading and access for tradespeople was also noted. Officers’ comments regarding charging of electric vehicles and washing of vehicles in the back lane were also noted.
Regarding the objections relating to the impact of the new restrictions on visitors to Tynemouth including customers and staff of local businesses, the Cabinet Member acknowledged that Tynemouth is well served by public transport and noted the range of parking options available to non-residents. It was agreed that officers would conduct a review of Bed and Breakfast/Hotel parking vouchers with a view to allowing them to be used in a more flexible way to better accommodate businesses of this nature going forward.
The Cabinet Member also noted feedback received during the consultation from residents of the section of Percy Gardens on the seafront between the Grand Hotel and Seabanks regarding the parking bay in front of their properties which is subject to full time permit parking restrictions. It was agreed, based on this feedback, that a proposal to change the designation of this parking bay from TM2 to TM1 should be brought forward to consultation. It was recognised that this would serve to rationalise the situation and allow residents in this area to retain their current parking provision.
The Cabinet Member also noted the contents of a letter in support of the proposed amendments to the permit parking restrictions in the area from a resident of Hotspur Street stated as being on behalf of other residents of Hotspur Street and Argyle Street.
