Executive summary
The Our North Tyneside Plan was approved at full Council on 23 September 2021 and included a target of delivering 5,000 affordable homes and a commitment to reduce the number of derelict properties in the borough.
To meet this ambitious target, on 19 February 2024, Cabinet approved a two-phased approach to the delivery of the Affordable Homes Programme (AHP) that included new build of council homes and authorised the Director of Housing and Property, to explore opportunities and undertake all necessary steps to bring forward new opportunities for delivering affordable homes.
An opportunity has arisen for the Authority to acquire nine newbuild three-bedroom houses on a development at Front Street, within the Camperdown Ward. The scheme would be purchased through the Housing Revenue Account to be let as social rented properties. The acquisition of the site will cost £1.726m with funding already included within the Housing Revenue Account 30-year Business Plan.
This report seeks approval for the Director of Housing and Property in consultation with the Cabinet Member for Housing, Director of Resources, and Head of Law to undertake all necessary negotiations with the developer and to enter into a suitable contract to purchase the nine, 3-bed properties.

Reject the recommendation detailed in paragraph 1.2(1) of the Report to the Director of Housing and Property on the 17 March 2025.
Decision(s)
In line with the delegation within the report to Cabinet on the 19 February 2024, approve the Director of Housing and Property in consultation with the Cabinet Member for Housing, Director of Resources, and Head of Law to approve the recommendations detailed in paragraph 1.2(1) of the Report to the Director of Housing and Property on the 17 March 2025.
Reasons for the Decision(s)
It will support the delivery of the Elected Mayor and Cabinet’s commitment within the Our North Tyneside Plan to deliver more quality homes, reduce the number of derelict properties and support the ambition for North Tyneside to be carbon neutral by 2030.
