Introduction
This document provides advice on the installation of CCTV and camera doorbells on your properties.
There are a number of things to consider and this guidance note will assist you in considering all factors in your CCTV and camera doorbells.
As a tenant you have a right to make certain improvements to your home but only with the Council’s advance written permission. We will not refuse permission unless there is a good reason. The right to make improvements applies to secure tenants only, if you are an introductory tenant, you must not carry out any alterations or improvements to your home or property.

Installation requirements
We have a number of conditions that must be met before we can give agreement for the installation of CCTV or camera doorbells:
- Domestic CCTV and camera doorbell systems must not be able to capture images or sounds outside of the boundary of the premises.
- Permission for domestic CCTV and camera doorbells will not be given where the area surveilled is shared.
- The applicant must comply with the Information Commissioner’s Office in relation to the use of the equipment.
- Installation of the equipment must comply with The Town and Country Planning (General Permitted Development) (England) Order 2015, Schedule 2, PART 2, Class F
- Installations that are used to cause distress or breach the privacy of other residents or pedestrians will have the permission revoked.
Responsibility for maintenance
Condition of approval requires that the tenant who applies for the approval is solely responsible for repairs, maintenance, and related upkeep of the installation, in line with Section 9.3.1 of the Tenancy Agreement for the duration of their tenancy.
The installation of CCTV and camera doorbells may qualify under the Compensation for Improvements Regulations as an object which improves the security of the dwelling-house.
